It's Just Crazy, We Ain't Never Had An Old Rotten Eagle's Nest

Recently there's been a full-on campaign to make bicyclists feel like crap for being a bicyclist.
News stories on how the police are gonna start fining us for going faster than 10mph, or for crossing on a red light in the boondocks of Hokkaido, and so on, plus what might actually be a recent addition to the streets of the town, the morning appearance of wannabe dolphin trainers, herding the cyclists, whistles clamped between snaggle-toothed teefs, are becoming increasingly common.

Anyway, just now Mr Frog In The Throat showed me this poster and asked,
"Do you have two locks on your bike" or rather he said, "2 locku desu ka"
to which I answered, 'Ie, zero locku'.
Like wtf.
The police now want us to use TWO LOCKS?
This ain't no F.UK or USeless.
This Is Japan.
And this is the world's most delicious rice ball

Since when has there been a bike nicking problem in Japan?
 Indeed, I said to Mr Frog Throat that the only bike nicking problem we had was with drunken salary men nabbing bikes, and usually leaving them just a few feet from where they stole them, what with being unable to stay upright on them anyway.
Seriously, if bikes in Japan need two locks now, then there is no hope.
